Josh Freeman

Josh Freeman ran QR for many years and this gave him a skewed perspective on what works in Veterans' law. He also doesn't know how to handle attorneys who have difficulty mastering all of the permutations of Veterans' law. I don't think he's qualified to supervise attorneys who do the daily work of the Board. And his years spent in QR mean that his written and signed decisions are overly fussy and value form over function rather than aiming at providing Veterans with timely decisions. He can be very friendly in person but his management skills are nil.
